A Grand Moff was just like a Moff, but extra-special because they typically ran much bigger sectors like the Core Worlds or Expansion Region. Wilhuff Tarkin was Grand Moff of the Outer Rim, where rim-jobs were aplenty, and he ruled with an iron fist.
Nearly every Grand Moff had to have proved himself by destroying at least one planet or moon; bonus points were given for worlds that actually played host to bona fide Rebels.
