They supplied their authentic product to exclusive stores such as IMPS, and their mildly hallucinogenic variety to everyone else in the galaxy except, of course, Sith lords. Palpatine was known to have killed the leader of Blue Milk Incorporated at one point, as he was displeased with his Blue Milk.
